I would like to point you to a great post by Joe Gregorio called:
No Fishing - or - Why 'robots.txt and 'favicon.ico' are bad ideas and shouldn't be emulated..

I have the strong sensation that just drop a pavatar.png into web directory will become the quickest (read: worst) way for a user to add a personal avatar to a site.
